Every business enterprise is concerned with the quality of manpower for managing the organisation effectively. The function of staffing takes care of the job of providing manpower with the required skills for manning the organisation structure.

Meaning and Definition

The function of staffing is concerned with the assessment of the managerial manpower requirements, requirement and selection of managers, training and development of managers and the periodic appraisal of the performance of the managers. According to Koontz and O’ Donnell “the managerial function of staffing involves manning the organisation structure through proper and effective selection, appraisal and development of personnel to fill the roles designated into the structure”. S. Benjamin has defined staffing as, “The process involved in identifying, assessing, placing, evaluating and directing individuals at work”.

Major steps in staffing process

1. Manpower planning: It involves estimating the requirements of different types of personnel.

2. Recruitment and selection: It is concerned with acquiring the best qualified applicants and selecting the best candidates from among the applicants to fill jobs in the organisatioan.

3. Training and development: It is concerned with training and development activities which would make employees become more efficient.

4. Performance appraisal: It involves evaluation of worker’s performance.


According to Farland, “the term recruitment applies to the process of attracting potential employees to the company”.

In the words of Edwin B Flippo, “recruitment is the process of searching for prospective employees and stimulating them to apply for the job.”

Thus, recruitment is a process of identifying the sources for prospective employees and to stimulate them to apply for the job.
